Money woes ensnare mayor

As North Bay Village struggles to shore up its budget, Mayor Oscar Alfonso is in his own financial straits. Alfonso owes thousands in unpaid property taxes and is in mediation after his West Treasure Drive home was foreclosed upon, according to county records. And he has built a second story onto his house that may be illegal, city records show.
